Resumen
The Andina Community is a regional organization based on the values of cooperation and solidarity, with the objective of achieving the economic and social development of the Andean countries, acquiring international commitments that promote the progress of member states and, in turn, allow the Andina Community to position itself as an important international actor. As a result of the changes that arose in the world after the terrorist attacks of September 11, the WCO developed a set of recommendations taking into account the Kyoto Convention, which were adopted in 2005 by the SAFE Framework. As a result, the Andina Community has increased its efforts to implement the pillars of the SAFE Framework, promoting customs cooperation among the Andina countries and working to create partnerships between the public and private sectors, supporting the AEO program. Likewise, the legal system of the Andina Community has had influence in the member countries to carry out a reform focused on the modernization of the customs administrations in order to contribute to the facilitation of trade, as happened in Colombia in Decreto 390 of 2016.
